What is Norgespris?
“Norgespris” is a new government scheme that gives you a fixed electricity price throughout the year. It is voluntary and applies from October 1, 2025.
How Norgespris Works
The government's new electricity support scheme now gives all household electricity customers two choices:
1. Keep the current electricity support, where you receive financial support when the price exceeds 93.75 øre/kWh including VAT.
2. Switch to Norgespris, which offers a fixed electricity price of 50 øre/kWh including VAT.
If you choose Norgespris, you will never pay more than 50 øre/kWh including VAT throughout the year. This means you will either receive a deduction or an addition on your grid tariff invoice, depending on whether the spot price is higher or lower than 50 øre per kWh.
In addition to paying Norgespris, you must also pay grid tariff, taxes, and any surcharges from your electricity provider.
Limitations of Norgespris
There are limits to how much consumption is covered by the support scheme each month:
Homes: 5,000 kWh/month
Holiday homes: 1,000 kWh/month
Businesses: Not eligible for Norgespris (unless the electricity meter is registered with a household business code)
For consumption exceeding these limits, you pay the price agreed with your electricity provider.

The solution for ordering Norgespris is expected to be ready during September 2025 and will be available via Elhub on My Page.
If you have multiple electricity meters registered to you, you must order Norgespris for each meter individually. You can choose to have Norgespris on one or more meters.

Contract period & binding
The Norgespris of 50 øre including VAT applies from October 1, 2025, to December 31, 2026.
You can order Norgespris at any time during this period. The agreement takes effect from the date you order, and you have a 14-day cancellation period from the order date.
Once the cancellation period has passed, your electricity meter is bound to Norgespris for the duration of the agreement, which is until December 31, 2026.

How long does Norgespris last?
Upon order, Norgespris comes with a binding period from the order date until December 31, 2026. You must actively reorder Norgespris if you wish to continue after that. The Norwegian Parliament has decided that the scheme will be valid until December 31, 2029.
What happens if I do nothing?
Then you will automatically continue with the electricity support scheme, if you have that today.
What happens when moving?
Norgespris follows the electricity meter, not the person who ordered the agreement. If a home or holiday home with Norgespris changes owner or tenant, the property remains bound to Norgespris for the duration of the agreement. This also applies in the event of death. If Norgespris is not already registered on a new property you move into, and you want the scheme, you must order it.
Does Norgespris apply to businesses?
No. The scheme only applies to electricity consumption in households and holiday homes. Commercial activity is not covered.
Must Norgespris be ordered by the housing cooperative or can each resident order for their own apartment?
Housing cooperatives have the right to enter into an agreement for Norgespris for shared consumption within the housing cooperative. Shared consumption can include electricity for hot water, laundry rooms, heating of common areas, garages, elevators, and residents’ EV charging. The board can order Norgespris for common areas, while residents must order for their own apartments if they have individual electricity meters.
What happens if I have Norgespris without being eligible?
If you have entered into a Norgespris agreement without being eligible, or have received an incorrect price guarantee amount, the grid company may demand repayment. The Regulatory Authority for Energy may also issue a decision requiring repayment.
What should I consider if I both produce and consume electricity?
Norgespris only applies to the electricity you use, not the electricity you sell. You will still be paid the spot price for the electricity you sell, according to your agreement with your electricity provider. If the spot price is lower than 50 øre/kWh, it may be beneficial to use your own production to cover your own consumption instead of selling the electricity.
